We license the protocol. We do not operate the network.

That separation is deliberate. The party that designs the rules of a payment network should not also be a participant in it. The network is run by a consortium of the supervisor, the issuing institutions and the state.

On secrecy

The cryptographic construction is not published, and it is not hidden either. It is specified, and it is shared under NDA. Security does not rest on the construction being secret.
